The Village of Chestnut Ridge was incorporated in 1986. Before that it was an unincorporated part of the Town of Ramapo often called South Spring Valley, and many homes here still carry a Spring Valley mailing address.
That matters for chimney work that needs a permit. A house with a Spring Valley address that sits inside the Chestnut Ridge line is the village's responsibility, not Spring Valley's.
The village is spread out. The 2020 census counted 2,633 households across about 4.9 square miles, which points to detached homes on their own lots.

Exterior chimneys run cold
On a detached house the chimney is often built on an outside wall, with three of its four sides exposed to the weather for its full height. A chimney like that stays cold in winter.
A cold flue drafts poorly at start-up and lets flue gases condense inside it. The outer brick also goes through more freeze-thaw cycles than a chimney that runs up through the middle of a heated house. Exterior chimneys tend to need repointing sooner, and they benefit most from an insulated liner.
